This problem occurs when call come in to phone OFF-NET and ON-NET. The is about a 2 second delay when the user picks up the handset to answer the call. I have just upgraded the handsets top firmware version 7.0.2. The handsets are all 7960's.
Call Manager version is 4.0.2a and OS version 2000.2.6.

I've run into a similar scenario when my Call manager server CPU utilization is high.

I have checked and there seems to be a spike to about 99% for about 2 seconds while the call is being answered. Is this where the porblem lies. This test was done while no other call were being made on the system.

If you mean when the call comes in and you lift the handset, and there's a 2 second delay before the audio stream seems to begin, then i had the same problem which was well highlighted in this forum (can't remember the date... a week back or so). Anyway, the crux of it was that load P00307010200 was the issue and it appears to have been resolved with P0030600T017 (available from TAC).
Not sure if your problem is related but might be worth looking into.
