I would like to have only one of 2 B channels allowed for voice.
How can i do that? Everybody could call only through the first B channel.
The second would be disabled for them.

i think you'll have to be a bit more precise on your config.
is your gateway equiped with a BRI-interface, an one b-channel does pstn-dialing? or is the gateway connected to another gateway and you want to limit traffic on just one b-channel ?

The gateway is equiped with a BRI interface and only the one B-channel does PSTN dialing.

Can you try this command on the int b1/0 interface ?
router(configi-if)# isdn service b_channel 1 state 2
puts channel out of service for outbound trafic.
So this should work.
