.dll error when trying to run Cisco IP Phone Address Book Synchronizer

I am getting dynamic link library libplc3.dll could not be found whenever I try to run the Cisco IP Phone Address Book Synchronizer. Do I need to install JTAPI or TSP to get this to work?

You may have to install JTAPI .
