Gateway is a 2811 with NM-4VWIC-MBRD card.... with 5 channels E1 PRI-group using MGCP backhauled to CCM 7.02
The ISDN debug command in MGCP gateway shows "Recovery on timer expiry" , see below:

I have looked at all the T3xx timers in the CUCM and they all look OK.

To what are you connecting ?
The cisco side is behaving normally so you should look into the other equipment actually.

My setup is :
sip proxy server -----> audioCodes Mediant Server 1000 ---> Cisco 2811 MGCP ----> Cisco UCM
My call comes from a sip proxy server into AudioCodes server via SIP trunk which is then connected with E1 QSIG link to MGCP gateway.
I can ring from Cisco SIP/SCCP phones through the proxy server sucessfully but when i try and ring the Cisco phones via the proxy server
, i get the SIP recovery timer error .
I see that the SETUP msg is received in the MGCP from audioCodes server, the mgcp then sends Call_proc and Alerting messages to Cisco UCM, i am wondering what else Cisco UCM is expecting which causes a timer to expire.
The Cisco phone will ring once and then it is disconnected.

Nothing, the timer expiration and disconnect happens in the other device, reason for which you need to investigate there why that happens.
