Go with products like imagicle. Their billing applications are good and i have many happy customers here in this region for imagicle.
If you have a developer in your org you can build your own. You an also use the CUCM CAR to see the CDR.
I don't think that you will find any free billing systems. We use PhonEX One from Mind CTI and it works well for our needs.
