Connection is
PSTN --- FXO 1750 --- VoIP --- 3660 E1 --- PBX.
The call is not disconnected when originated from PSTN, that is, FXO port in 1750 remains up. If I change to ground-start the call isn't answered by FXO port.

If ground-start signaling does not fit the problem, you can also try some other alternatives, please follow the guideline http://www.cisco.com/warp/customer/788/signalling/fxo_disconnect.html

try using the "auto-cut-through" comand
or try using loop-start signaling with "disconnect-ack" command

I had this same problem (but I also had the problem that I couldn't make outbound calls). What eventually fixed both problems was switching the ring and tip wires on the analog line coming into the FXO card. It was an FXO, not an FXO-M1.
Don't know if it will work in your case, but it did the trick for me.
