I have some FXO Ground start lines that periodically get stuck in "FXOGS_PARK". If I shut/no shut the port it comes backup and works. Why does this keep happening?

You wouldn't have grounded the circuit proprely. Or else go for loop-start.

Upgrading the IOS to 12.3(14)T3 appears to have fixed this problem.
