Make sure your CCM config is correct and the configured DN matches what you are dialling
When making the call, when you hear ringing tone type on the router "sh voice port summary"- this will tell you if the voice-port is ringing.
If not and you see all ports idle then the call never came to this router. If you see ringing (or something else that indicates not idle) then try lifting the handset and see if you are connected.
I had the same problem when I connected my BT phone (which has a BT plug at the end) into the FXS port via a BT-to-RJ11 adapter. I had to use a Master BT adapter which contains a capacitor which allows the phone to ring.
