How to Block Outgoing International Calls after 10 PM. using Callmanager 3

Hi, In my setup we have two sites with CallManager 3.0 at each site. Is it possible to block the outgoing calls (International ) from some users after particular time say after 10PM. Can you suggest how to configure callmanager in this case. Or if it is not possible then is there any applications (3rd Party) , Intergration of which with callmanager can do this. I don't know of a way to do this in CallManager specifically. I think you can do this with the CRA engine (Customer Response Applications) but I haven't tried it before.
