Can I configure the phone line access (the CSS of the line or the phone) be different than the manual forwarding permission (when a user wants to transfer manually a call)?

Go to the Directory Number Configuration of the phone. Then scroll down to where the Call Forward parameters are and there you will see that you have the ability to assign a different CSS for all, busy, and no answer. These can be different than the CSS assisgned to the phone/dn.

At the moment no you can't set the transfer css to be different to the css of the line/phone combo. The Forward CSS is not what you are looking for.
This is something that I've seen mentioned as a possible future feature but nothing set in stone.
