IMP server active partition keeps increasing after v15 upgrade it is always 100%

80G or 120G ?

What version did you upgrade from?

Does it have 80GB partition?

If you have been upgrading from earlier releases with 80GB partition it is expected to run into this. Please take a look at:

Is it the active partition or the common partition that keeps increasing? Could you please share the screenshot from Show Status?
What deployment model did you select when setting up the VM?
Based on the deployment model you selected, make sure your VM disk sizing aligns with the table below.

Have you taken any snapshots? If yes, the active partitions will be at 100%. Delete the snapshot and see if that resolves the active partition issue. Even after deleting the snapshot if you see active partition 100 %, reboot the nodes.
Note: Snapshots are not supported, so avoid taking snapshots. I've faced a similar issue where a partner took a snapshot in their CUCM, which consumed all the active partitions.
