To configure toll bypass between clusters, I have configured inter-cluster trunks at each end, and configured the trunk as a route group. In the route list, I set the route group for the trunk as primary and the local gateway as backup. Then I configured the route patterns for the toll bypass numbers.
Problem is that the local gateway is MGCP, while the remote gateways are h.323. The 323 gateways need a 9 prefixed to route the call, but the MGCP gateways cannot have a 9. How do I separate this if they're both in the same route list?

Configuring a router to act as both a MGCP and a H.323 gateway is not supported. This cannot be done.

I'm just getting ready to try this myself. I believe you need to configure a Route List where you can rewrite numbers based on the Route Group.

Prefix a "9" in the h323 dial-peer.

Thanks. Turns out each gateway prefix can be modified individually under the route list.
