Normally, if I buy a Licesen Register, do I need to buy an additional webex license?

@gtstech Thanks for the clarification G. ALright in that case then , If u've already purchased a Device Registration (Room OS) license, sometimes called the "Webex Room Registration to Cisco Cloud" license, then you do not need to buy an additional Webex license just to use the device in Control Hub.
This license already includes Webex Calling and Meetings functionality for that specific device, and it allows the device to:
So my G, unless u are trying to assign Webex user-based services (like Meetings, Calling, or Messaging) to a person, u don’t need any extra Webex license for that hardware device.
which means that: If you already have the Device Registration license assigned to that endpoint in Control Hub, u’re good to go. No extra Webex license is needed.

@Enes Simnica If I only have a device registration license, can I create meetings or call other devices?

With just a Device Registration license, ur device can join meetings (when invited) and call other Webex devices directly, but it cannot create/host new meetings or call external numbers/PSTN. For those features, u’d need a host license (Webex Suite) assigned to a user. The device can then use that user’s privileges when signed in.

That's not accurate anymore. If enabled on the Workspace in Control Hub, a user could start an instant Webex Meeting directly from the video endpoint. Essentially the Cloud Device Registration license now includes a meeting host license. It does not include telephony entitlement however; that's still separate.
