I am using Polycom FX's with a Cisco 3540 MCU and they are able to register with a gatekeeper. What MCU are you using because if it is a 3540 you will need a gatekeeper as Cisco doesn't make a card gatekeeper for the 3540 I used a 3520 gateway and just disabled the GW and kept the gatekeeper for registration.
Cisco does NOT recommend using the embedded GKs in the IPVC platform. All testing and design guides have been completed with the MCM GK available for IOS
Cisco's 3510 and 3540 MCUs are an OEM from Radvision. If Radvision is listed as approved, Cisco is as well
