Multiple site CCME deployment.

We are proposing a 17 site IPT solution using CCME. Does the CCME work like the CallManager, where you can have one central call processing server at the main site, and if that goes down, you can run in an SRST mode.

Can we do this using only CCMEs?

No, CCME is meant to handle call processing locally at smaller sites. It is necessary to use CCM for a centralized call processing deployment with failover to an SRST gateway.

Alright, in that case, is it possible to run a CCME at each site, with both pots and voip dail peers so they can talk to each other as well as the main site? This way if the WAN fails they still have pots to work off of.

This is like have 17 Exchange Servers, and 17 AD Forests. I don't understand why someone would want to manage 17 seperate islands versus 1 CallManager. Pricing would be the near the same as full CallManager/Unity only you can put it in a data center with centralized backup. There isn't any costs savings to CME, I would think admin costs would make it more expensive.

You do not need CCMEs at each site. Just a router (gateway) that supports SRST. That's all.

I think the best solution here is to use Callmanager at main site and use SRST at remote sites. Note that with CME 4.0, you can enable SRST mode in CME router. YOu pay for the SRST bundle, and you get CME features under SRST conditions. (wan failover). Under normal operating mode, phones will get callmanager features, and under SRST mode, they will get CME features. (Note you need CME 4.0 to enable this feature)

Well its a resturant chain with only 2 phones at each site, and about 5-6 phones at the main site. CallManager is hard to justify here. Their main push for VoIP are their few remote users, and the IP Communicator ability. Is this scenario only fesible with the CallManager?
