Phone Designer all ringtones are corrupt

Everytime I try to add a ringtone to the phone designer it comes back with the following error.  "The file (filename) appears to be corrupt.  I can do the upload the regular way but nothing works through the Phone Designer.  Any ideas?

It almost sounds like this bug;

.RAW file format.
Symptom:
User gets Corrupt File error message
AND/OR
Ringtone editor shows and plays noisy version of imported file
when user imports .RAW audio files that do not meet the following criteria:

Raw PCM (no header)
* 8000 samples per second
* 8 bits per sample
* uLaw compression
* Number of samples in the ring is evenly divisible by 240

Conditions:
Imported file has been created using an external wave recording application and has not been created using the built-in Phone Designer wave recorder

Workaround:
Because of the vast quantity of conditions available when dealing with RAW audio files, Cisco IP Telephony can only support the use of .RAW audio files if they meet the following conditions:

* Raw PCM (no header)
* 8000 samples per second
* 8 bits per sample
* uLaw compression
* Number of samples in the ring is evenly divisible by 240
* Ring starts and ends at the zero crossing.

If your .raw file cannot be imported by the application or it is playing as noise in the application, attempt to import the ringtone in an alternative format.
