Phone restrictions question

Can you, as an administrator, set the ability of a phone to only be able to dial one extension when the phone goes off-hook. For example, if I was an end user, when I pickup the handset the phone will automatically dial an extension(like the front desk). That is the only ability the phone has. It shouldn't need the end user to dial(and be able to only dial that extension) that extension, it should dial it for him when the phone goes off hook?

This is definitely possible. This is called PLAR (Private Line Auto Ringdown) or hotline/hotdial. Please see the following link for a configuration example.
