Recieving Busy tone instead of NU

I have some 7960 and 7940 IP phones running on CCM 3.3. When I dial a non-existant number within IPT, the phones recieve Busy Tone instead of NU tone. The phone FW is p00306000400. Can anyone advise what the fix is??

The problem description seems very similar to the problem caused by a bug CSCuk45773, This caused When Call Manager phones are set to use the UK Network Locale. If you remove this and clear the cache of IP phone I hope this can be solved .
