We have 2 sites on one site we have a publisher and a subscriber on the other site we have a subscriber only. How can I bring a second publisher into the 2nd site in case the primary fails. Extension mobility is paramaount to our operation.

You can only have 1 publisher per cluster, so redundancy for extension mobility is not currently possible. Take a look at the following link which says, "Therefore, when the publisher is unavailable, phone updates cannot occur, call forwarding cannot be modified, message-waiting state information will be lost, and Cisco CallManager Extension Mobility stops functioning."

Erm... you can't.
CallManager clusters have a single publisher, and multiple subscribers... And EM relies on the publisher. This is a problem as your publisher may not be available on the 2nd site at some point... however there's not much you can do about it.
An alternative would be to run a seperate cluster at each site, and use a third party product to enable EM between the clusters... one is:

They're a recent Cisco buy-out so I guess they're doing something right...
