restricting dialing for 1751 router

I have a 1751 router with 3 phones connected to it. I need to now if it is possible to restrict the phone on voice port#1 from calling the phones on ports #2 and 3.

I can't think of a way to do this. I know there is a such thing as COR or class or restriction on the router. I am not sure if you can limit calls from one port to the other with this or not. You can just not tell the user the number on ports 2 and 3 and then he/she would not be able to dial it.
