Root- inconsistent state on the switchport when I power off IP Phone

I have this scenario below:

switchport -->(10/100Sw)IP Phone_01(PC) -->(10/100Sw)IP Phone_02

The switchport is configured with vlan 102 and auxiliary vlan 99.And the switch is configured with root guard.

When I connect two ip phones to the switchport shown above(I know i shouldn't have connected this way) and power up the two phones.Both IP Phone_01 and IP Phone_02 obtained IP address of auxiliary vlan 99 .

Why vlan 99 and 102 move to root- inconsistent state on the switchport when I power off IP Phone_02?

Root-inconsistency - This is detected by the Root Guard feature.
