The outbound side is controlled by CallManager, so simply include the Gateway you want to use for outbound calls in the route group, do not include the one for inbound calls. The inbound side is little trickier because that is controlled by the service provider, in most cases when you have multiple PRIs they are assigned to the sam,e Trunk Group so they can deliver calls to the same destination on either E1/T1. Contact your telco service provider and let them know that you do not want to receive inbound calls on this E1.
