I really don't think silence sepression related to IP Telephony is the issue. Most speakerphones will cut off the MIC when someone on the other side of the conversation speaks. This prevents feedback from the speaker to the MIC. The next time you're in a conversation press the i button twice and you will see statistics on the call. Look at the TxCtr and RxCtr. If silence suppression was enabled on the IP side, you would see these counters stop periodically depending on who is talking.

Most phones yes- full duplex speakerphones no. Full duplex speakerphones should allow talk and recieve at the same time. (Thus the clarity by polycom when you turn on a 7960)
