I have seen that this is a bug in 11.0 when you have over three servers in a cluster. Is this also a bug in 10.5 It looks like a report was once pulled there is a file there but I also get the same error trying to open the file.
I never checked for the same in CUCM 10 or 11 but below bug says :

Symptom: Cluster Overview Report is no longer an option in IM&P Reporting in version 10.X. We were expecting to have this info in CUCM Reporting. However, CUCM Report called 'Unified CM Cluster Overview' only shows Trace Levels for CUCM services, but not for IM&P services.
Raising this request to Include IM&P Trace Level info in Unified CM Cluster Overview report
Conditions: We will see Cluster Overview Report option in IM and Presence Reporting Web page till 9.x. From 10.X we will not see this either is CUCM or IMP Reporting.

To update further, I tired Generate report using Cluster overview in CUCM 10.5.1.10000-7 but got the same error as attached.
Also, tried in CUCM 10.5.2.10000-5 and CUCM 11.0.1.21900-11 and works for both versions.
