when you call unity opening greeting it gives you the option to dial an extension at any time, can unity only call extensions that are configured as subscribers or is there a way to add all your extensions into unity without having them as subscribers

When you hit the option to dial an extension, Unity can only call extensions that are configured as Subscribers.
If you want to dial any extension without having them as subscribers, you can use the "Call System Transfer" rule. This would take any digit and will do a blind transfer to the caller entered digits. This rule applies to external callers. If you would like to do the same for exising Subscribers, then use the "Subscriber System Transfer" rule.
Add a new option in your existing opening Callhandler to call any extension and map that key to send the call to "Call system Transfer" or "Subscriber System Transfer".
These rules follow the restriction table when transfering the call. Make sure you allow internal dialing in the restriction tables "CS Default System Transfer" and "Default Transfer".

try adding the extensions as call handlers and under transfer settings ->send it to the switch.
