Can you connect a 1G Ethernet fiber sm to a 10G Ethernet SFP as long as the wavelength (1310nm ) is constant so when the need to upgrade to 10G is required, it can be done remotely?

It can be done as long as the optics at both ends are of the same wavelengths.  So if it's SR at one end, then it must be SR at the other end.

Another thing, 1 Gbps optics only operate on 1 Gbps speed.  10 Gbps optics operate at 10 Gbps speed and they can't "down shift" to 1 Gbps.
