That is not going to be documented because there are way too many variables.
Ball park, I would expect 15-30 minutes with the following list of prerequisites:
- All nodes got powered on around the same time, ESXi is booted, with storage controllers guestVMs running.
- All uplinks ports (to FIs)/networking are up.
- non-nested DNS/NTP are reachable (cluster didn't have time sync issues prior to outage)
- No additional hardware failures, post bootup (i.e. no bad disks, etc)
Larger clusters may take longer to heal/complete resync.
It is important to confirm all physical servers are powered on, ESXi is booted and not in maint mode, the storage controller guestVMs are all running. Having a nested Vcenter, generally requires tracking down which ESXi host is associated with the Vcenter guestVM, and making sure it is started.
