2 DSL (1 for VPN, 1 for policy routing)

We have 2611(3 ethernet) on 2 sites,each site have 2 DSL line,one for site to site vpn,one for users policy-routing to connecting to internet.

The default route is define to the DSL who doing VPN,site to site vpn working fine.

Users can connecting to internet by policy-routing(telnet,ftp,https,pop3,smtp.........),but http is very slow to respond and always request timeout...

why???
