Hi,
I've a 3600 series router... whenever router is switched on, it boots from rom, instead of the flash.
I've checked the config-register, and saved the proper value in the startup-config(to boot from the Flash)... still next time it boots from the rom.
Thanks in advance for the your kind suggestions.

maybe you don't have a valid IOS in flash, so it can't boot from flash...
check Figure 12 from http://www.cisco.com/univercd/cc/td/doc/product/software/ios120/12cgcr/fun_c/fcprt2/fcreboot.htm

Thanks for your kind help, but if I boot the router (>boot flash) from the rommon mode, the router loads the IOS image from the flash, and router works properly.
If the IOS image is not valid, it should not load the IOS image from flash at all.

do you have any 'boot system' command in startup-config?
if you don't, try configuring it to point to flash
if you do, check out it's pointing to the right file.

Have you checked the requirements before loading the correct IOS ? Maybe the IOS is too big to load.
