Is it possible to implement port security with the following components:

Windows XP (eap-md5) --- Catalyst 4006(7.2.1) --- ACS(3.1) --- Extrernal DB Windows AD or Windows SAM

Yes these devices should support this, ACS does support EAP-MD5 and 7.2 CatOS does support dot1x, however there are some bugs such as CSCdw86044 which are fixed on later versions.
