ATM OC-3 Network Module not recognized on 3620 router

Hi

We have a 3620 router with a fast ethernet card.

the IOS version is 12.0(13)

When we add the ATM OC3 Network Module NM-1A-OC3MM,

our router doesn't recognize it.

The EN Led flashes once and then goes off.

We have tried 2 different cards with 2 different

3620 routers.

The mother board and the PCMCIA controller or compatible with this module.

So we think the hardware is not faulty.

We think our IOS may not be right.

Any suggestion ...
