Auditing the System Admin?

I would like to know if there is a way to find out which system admin added a specific user (i.e. audit system admin activity).

It should be possible to audit the system admin activity. Some softwares like, HPOpenview, Tivoli and others have these mechanisms which prompts the specific administrator when required. It may also be logged in the Event Viewer logs.
