We are a small school district K-12 We have a 16 site point to points network with a 7206 in the center and 2501s at the remotes, most of the sites have 1/2 of a T-1 (The other 1/2 is muxed voice)while 2 (a HS and the Maint and Ops) have a full T-1, we have only 2 frame relay T-1's going out to the internet. The problem is overbooking, During peak hours We would like to be able to dynamically diminish or limit the availability of the High schools (net abusers) full T-1 to allow the elementaries and the middle schools to function without a noticable slow down. (we are going to get 10 meg off a new T-3 in a few months but need a temporary fix).
Any of you Gurus have an idea?

Look into CAR (Committed Access Rate). URL below. This may require certain IOS versions however.

Look at the "Rate-Limiting and Precedence-Setting Example" configuration and that is the general idea, but the whole page explains how CAR works in detail.
You also would want to add a time-based access-list, so it matches/conforms during the peak hours.

I agree with Ebergquist. Do not forget to ask your ISP to apply QoS policy on the outgoing interface of their router if possible.
