The carrier setup a frame relay circuit with same DLCI numbers at both ends. Can the DLCI numbers be the same? The carrier claims since it is locally assigned it can be.

To be clear, the carrier should have stated that the DLCI is locally "significant". The "local significance" refers to the interface, either router interface, FRAD interface, or switch interface. As long as two virtual connections on the same interface do not carry the same DLCI, everything works great.
Therefore, since you are dealing with two interfaces -- one at each end of the frame relay circuit, otherwise known as a virtual circuit -- you have nothing to worry about.
