Cat 6509 with SUP 2 w/o MSFC

Can I configure a static route on my Cat 6509 which has no MSFC card (no L3 functionality) and has Hybrid OS?

No! Only you can define a default gateway for your Supervisor management interface like Sc0....but neither static routes nor IOS (Native) supported without MSFC on Sup.
