We have ordered 15 - 4000 series switches in IOS,
1 - 6513 switch in IOS
4 - 6513 switches in Cat OS.
My two options are:
1) align all switches to run IOS: change 4 - 6513 from Cat OS to IOS, or
2) keep 2 types of Cisco operation systems such as 6513 in Cat OS and 4000 in IOS: change 1 - 6513 from IOS to Cat OS.
Any recommendation? Does changing operating system involve combination of HW and SW?

If Native IOS has all the features you need, I suggest that you stick with Native IOS. To run Native IOS, you'll need to have an MSFC or MSFC2. The following page should help

Changing the OS doesn't involve any hardware change.
Which Supervisors do you have ?
Are you doing lots of layer 3 ?
My preference is IOS. But if the 4 6513's are doing wiring-closet type stuff in the datacenter CatOS will be easier.
Do you have skills in both ? If not then putting them all on IOS makes sense.
