Trying to use the span feature, put the commands listed below in and they entered successfully, but the port is not being mirrored.
monitor session 1 source interface FastEthernet0/4
monitor session 1 destination interface FastEthernet0/7
It is listed when I show monitor session. Interface 0/7 showed it going down shortly after I entered the commands, leading me to believe that it rebooted the interface. Is there something I missed?

What software verion are you running? Can you paste the output of sh ver.
Why do you say it's not working. Do you not see any traffic on a sniffer? Also the SPAN destination port is always down(meaning it does not pass normal network traffic other than SPAN traffic).

Version is 12.1(9)EA1
My sniffer is not seeing any traffic other than broadcasts.
The destination interface shows that it is up with line protocol down.
