Cos and switch QoS queuing

Only layer2 VLAN packet with Cos value is avaliable for QoS queuing on Cisco catalyst 6509 switch,and layer 3 packet not, right?

Who can help to explain it?

Both Layer 2 (CoS) and 3 (Precedence & DiffServ) QoS is available on Catalyst 6500s.
