You need to configure the peers with a keyword "dynamic" which prevents the isdn circuit from being brought up automatically. Turn off keepalives, which also helps, in dropping the line, when the connection is idle (dlsw). You can also set an inactivity timeout, which also helps.
all these parameters are provided in the peer statement. A typical statement would look like this.
dlsw remote-peer 0 tcp 1.1.1.1keepalive 0 timeout 90 dynamic
You need to configure this at either ends.
Regarding "no network connectivity", Check your configs. You need to ensure that proper dlsw peering commands are given, verify that the ip address of peers are correct, whether they are reachable over your network etc.
