Assuming that the backup server is at a different location to the primary server, you would then need another router in front of the backup server to run dlsw back to the 2800. In this case you can make the backup server router a backup peer from the 2800 point of view. eg:
2800 cfg:
dlsw local-peer peer-id 1.1.1.1
dlsw remote-peer 0 tcp 2.2.2.2
dlsw remote-peer 0 tcp 3.3.3.3 backup-peer 2.2.2.2
primary server router:
dlsw local-peer peer-id 2.2.2.2
dlsw remote-peer 0 tcp 1.1.1.1 passive
backup server router:
dlsw local-peer peer-id 3.3.3.3
dlsw remote-peer 0 tcp 1.1.1.1 passive
In this case, the 2800 would only ever have one active peer to either the primary or backup routers.
Would the backup server be a complete replica of the primary (same mac-address and sna credentials) ?
Would the as/400 start the l2 connection ?
