Download restrictions

Could someone tell me if it is possible to restrict data download to a particular bandwidth on a DSL connection by time and per subnet, and if so how?

Hi,

My understanding is that it should be possible to do this as it is done in a normal router interface, using traffic shapping commands or rate-limit commands.
