Frame Relay - FDL Command for 3900 Router T1?

Transitioning from 3825 to 3945 (OS is 15.0(1r)M13 c3900-universalk9-mz.SPA.151-4.m4). Turning on FDL on the 3825 was easy but the same command on the 3945 doesn't work. Any ideas?

You possibly have a WVIC interface on the 3945, on these there is no support for service-module commands.

You can still use FDL via loopback commands, described in documentation.

The command on the 3825 was:  service-module t1 fdl both

Doesn't seem to work on the 3945 OS.  Any ideas on how to turn on the FDL for the T1 interface?
