Frame Relay Traffic Shaping Question

I have a frame-relay circuit that has a physical port speed of 256k that has 2 PVC's. One has a CIR of 256k and the second is 64k. Should I set the minCIR of the traffic shaping of the first PVC to 192k to keep it from walking on the second PVC?
