Is there any thing,that limits the maximun Number of acl's on the 7600 router apart from the numbering of the standard, extended acl's and the 31 character limit to named acl's?

Yes, as the 7600 use the 6500 Supervisor II they have the same TCAM limitations that the 6500 has:
TCAM: 4,000 mask values and 32,000 pattern values for RACLs (including policy-based routing ACLs) and VACLs; 4,000 mask values and 32,000 pattern values for QoS ACLs
LOUs: 32 LOUs (64 registers) shared between RACLs, VACLs, and QoS ACLs
L4Ops per ACL: 10 per ACL (further L4Ops result in LOU expansion)
ACL Labels: 512 ACL labels shared between RACLs, VACLs, and QoS ACLs
