Hi there,
It looks as if the routers have no communication between themselves on VLAN7.
What is the output of:
sh spanning vlan 7
...on both distribution switches?

Make sure vlan 7 which having issue should passover the link directly connected to each other or the link connected via downstream access switch should pass the vlan 7. Also check the interface vlan 7 configuration on both L3 devices make sure the interface vlan 7 should have a unique IP address at both devices.

make sure VLAN7 streached across network and also see vlan 7 blocked any where in spanning tree ?

I agree with the other responses that there seems to be some issue about vlan 7 between these switches. In circumstances like this I find it helpful sometimes to do show cdp neighbor on both switches. Would you post that output? We are especially looking to see if the switches see each other as neighbor on the other vlans but not on vlan 7.
Is vlan 7 carried between these switches on a trunk with multiple vlans or is the connection for vlan 7 on access ports? Would you post the output of show interface trunk from both switches?
