HWIC-1B-U problem

I'm currently in Singapore, using Cisco 2900 Series Router with HWIC-1B-U BRI ISDN Card, which is a built-in NT1 card.
After configuration, when I do show isdn status command,  it shows that the Layer 1 status is deactivated.

I try a few troubleshooting,

1) I use this HWIC-1B-U on another ISDN line, Layer 1 status is shown activated. This shows that the card has no problem.

2) I switch the card to WIC-1B-S/T-V3, with a external NT1 box, the Layer 1 status is shown activated. This shows that the ISDN line has no problem.

I have already do a no shutdown and clear interface commands on the BRI Card.

However, no matter what I do, I cannot get the HWIC-1B-U card to work with a few ISDN lines.

Is there any other command or setting I need to do before I get it working?

Or what could be the problem?

Maybe the circuit is faulty.
