I am pretty sure there is no such functionality, but wanted to see if any other resourceful people have a solution for this.
I am looking for the equivalent of bgp dampening for IGP (OSPF). I have a frame hub that runs OSPF with all spokes and uses VPN backup through a firewall.
We had a situation where the frame circuit was bouncing every 60 seconds which was long enough for the VPN to come up, but then the circuit would come back and OSPF took over. This made both connections useless until I manually shut the frame interface and the VPN was used.
I am looking for something like dampening to remove the need for manual intervention in this scenario, anyone have any suggestions?

I believe there is an interface level functionality called "IP Event Dampening". It might be what you are looking for.
