Senario: Two users connected to the same router with telnet session. Is there any way that the one user can "see" the commands that the other user enters?
This is for monitor users that have low telnet access/priviliges to routers.

Your best bet is to use AAA command accounting:

The one user could enable debug, but it would be more effective to manage everything from an AAA server.
