Program to scan for opened ports

Is there a good program to use to scan for opened ports on a network.. I want to see if I have the correct things blocked in our network from outside access and do not know of a good program to use.. or is there some way to look at the router to see what ports are open and which are not... I currently have www and smtp blocked going out.. but I am having an argument with someone about netbios and such...
