q-in-q truncking

I work for a SP. One of our clients wants to use his own VLANs between buildings. I understand how Q-in-Q truncking works. However, I read somewhere, and I cannot retrieve the document, that the tunnel port needs to be Fast Ethernet (Hard coded to 100Mbps Full Duplex) for this to work.

Can someone please confirm this.
